I don't know why there is no conversation about the real root of the housing mess. People who want to buy houses must qualify for a mortgage. What really determines the amount a bank will lend to the Buyer is determined to a great extent by the appraisal value as rendered by a bank-annointed "Real Estate Appraiser".
